How to Bring Your Car to Turkey as a Foreigner?

   As a lawyer, I often receive questions like: “Can I bring my car from abroad?” or “What is the required procedure?” Bringing a vehicle into Türkiye without paying permanent import taxes is possible under Turkish Customs Law, but it is strictly regulated. This post explains: How eligible foreigners can bring their foreign-plated cars into Turkey and register them with temporary Turkish plates.

   The “Temporary Admission” regime is based on Articles 130 and 131 of Customs Law No. 4458 and Article 376/j of the Customs Regulation. Under these rules, foreign vehicles can enter Türkiye through a Temporary Entry Permit (Y.T.G.G.K.), commonly known as the Blue Booklet (Mavi Karne). This permit is issued by the Turkish Touring and Automobile Association (Turing).

   What is the Mavi Karne?

   The Mavi Karne acts as a legal guarantee. Instead of paying full customs duties and taxes at the border, this booklet serves as a binding commitment:
  • The Benefit: You can use your car in Türkiye with Turkish plates.
  • The Obligation: You must take the vehicle back out of Türkiye (re-export) before the permit expires.
  • The Risk: If you fail to export the car on time, the guarantee is lost and heavy financial penalties may be applied.

Who is Eligible for YTGGK (Mavi Karne)?

     When you visit Turkey as a tourist, you can enter the country with your foreign-plated vehicle and you must exit within the legal time limit. Therefore, for touristic or temporary visits, you don’t need a Mavi Karne. (For touristic visits you can check the relevant article:) 

   However, If you are one of the people listed below, you can bring your vehicle from abroad into Turkey and you can get a new Turkish license plate for your car and use it as you would a local vehicle for the duration of your stay.

     The Temporary Entry Permit for Foreign Vehicles (Y.T.G.G.K.) is restricted to individuals who fulfill specific legal and residency requirements under Customs Law. Eligible applicants typically include:

  • Foreign nationals (nonTurkish citizens) who have work permit in Turkey,
  • Foreign students studying in Turkey,
  • Foreign athletes,
  • Foreign academic personnel who has work permission;
  • Holders of a Turkish “Blue Card” – only if they are not retired in Turkey.
  • Foreign nationals temporarily residing or working in Turkey
  • Retirees who have established residence in Turkey for the first time
  • Foreign companies operating in Turkey, under certain conditions for company-owned vehicles

Who Cannot Benefit from YTGGK (Mavi Karne)?

     Turkish law prohibits certain groups from applying for a YTGGK (Foreign Vehicles Temporary Entry Permit). 

   Restricted categories are

  • Foreign diplomats and consular staff holding 1st or 2nd class Ministry of Foreign Affairs ID cards
  • Turkish citizens, including dual citizens (even if they mostly live abroad)
  • Turkish retirees and retired Blue Card holders (since they are considered Turkish nationals or treated as such under customs rules)
  • Persons who have not resided outside Türkiye for at least 185 days within the last year (with the limited exception for retirees entering for the first time under special provisions)
 
     About “Resident abroad” (yerleşik olma) requirement

     The applicant must demonstrate they have been resident abroad for the relevant period. Practically this is checked as having been physically abroad for at least 185 days in the last 12 months (counted backward from the date of entry). You can verify your status via the e-Devlet “Yurt Dışında Yerleşiklik Sorgulama” service. Authorities check this condition at every entry. 

How to Bring a Foreign-Plated Vehicle into Turkey & Get a Blue Card (Y.T.G.G.K.)

     The process can take about 4-7 days and involves several key steps. 

     Step-by-Step Guide to the Blue Card Process

  1. Enter Turkey with the Vehicle: Drive your vehicle across the border and into the country.
  2. Go to the Customs Directorate: Drive directly to the nearest Customs Directorate office with your vehicle.
  3. Park the Vehicle at the Customs Directorate Parking Lot: You will leave your car in the customs parking lot.
       Important: Before you leave it, take photos of all sides and the tires of your vehicle. You’ll need these photos for later steps. You will also receive a vehicle delivery receipt.
  4. Visit the Touring and Automobile Federation of Turkey: Pay the necessary deposit (which can be around $20,000 USD, depending on your vehicle’s value) and get your Mavi Kart.
  5. Get a Certificate from the Customs Directorate: Return to the Customs Directorate to get a “Şahadetname” (Certificate) for your vehicle.
  6. Get the Vehicle Inspected and Obtain a Turkish Traffic Conformity Certificate: Since the vehicle is not yet registered in the Turkish traffic system, you will need to transport it via a tow truck to the inspection center. The inspection process must be completed while the vehicle is on the tow truck.
  7. Register the Vehicle at a Notary: Visit a notary public to officially register your vehicle. It is important to find a notary with experience in these specific “Blue Plate” vehicle import procedures, as the process can be complex. Choosing an inexperienced notary may lead to long delays or errors.
  8. Get Your License Plate from the Plate Printing Center: After registration is complete, go to a license plate printing center to receive your new Turkish plates.
  9. Pay All Necessary Vehicle Taxes: Finally, make all required tax payments for your vehicle.

What Are the Required Documents for Temporary Vehicle Importation?

     To complete this process, you will need to prepare a comprehensive set of documents:

  • Passport (no translation needed if it uses the Latin alphabet).
  • Work Permit Card (original and a copy).
  • Driver’s License (a copy).
  • Proof of Residency (Yerleşim Yeri Belgesi).
  • Vehicle Registration (Ruhsat).
  • Letter of Undertaking (Taahhütname) from the Customs Directorate.
  • Company Letters from your employer addressed to the relevant authorities, stating your position and employment duration.
  • Insurance Policies, including your Green Card insurance and mandatory Turkish traffic insurance.
  • Social Security Service Breakdown (SGK Hizmet Dökümü).
  • Warehouse Receipt (Ambar Makbuzu).
  • Financial Guarantee: A bank guarantee letter or proof of a cash deposit for the vehicle’s customs value. [Sample Bank Guarantee Letter]
  • Application Form: The completed and signed application form. [Download Application Form]

Important Considerations

  • Photograph the vehicle before it goes into the customs yard (all sides + wheels). Once inside you may not be allowed to re-photograph — these photos are crucial if any dispute about vehicle condition arises. 
  • Use an experienced notary: Not all notaries know the Mavi Karne procedure well. A wrong entry at notary can cause long delays. 
  • Turing guarantee: the amount is set on a case-by-case basis; consult Turing or a customs lawyer in advance to learn if alternatives (bank guarantees, mortgages, deposit forms) are available. 
  • Check residency calculation in advance via e-Devlet’s “Yurt Dışında Yerleşiklik Sorgulama” to avoid surprise refusals at border. Authorities check the last 365 days. 
  • The Y.T.G.G.K. is generally granted for up to one or two years, but its validity cannot exceed the duration of the applicant’s residence or work permit. In other words, even if the carnet is issued for two years, it will automatically be limited to the period authorized by immigration documents.
  •  Eligible vehicle owners may use the Y.T.G.G.K. for a maximum period of 730 days. It is essential to apply for an extension before the expiry date, as failure to do so may result in administrative fines or other legal consequences.
  • Once issued, the carnet cannot be canceled or refunded due to a change of mind. The guarantee deposit is only refundable after the vehicle is permanently exported from Turkey and all customs and traffic procedures have been properly completed.
  • Another important consideration is the vehicle registration document. If it is not in an internationally recognized language, a certified Turkish translation issued by a consulate or notary is required to complete the Y.T.G.G.K. application.

     Temporary vehicle importation is also subject to official fees. Payments can be made directly at the Turkish Touring and Automobile Association offices, and credit card payments are accepted. As of the latest schedule:

     Below are the cost items you listed; we present them as approximate current costs to give clients a clear idea of expected outlay. These amounts may vary by vehicle model, age, customs decisions and Turing’s guarantee policy. 

  • Customs directorate yard (parking): 140 TRY per day (approx.).
  • Turing financial guarantee / collateral: varies by vehicle model; typically around USD 20,000 (approx.) for many passenger vehicles — the exact guarantee is determined by Turing and linked to customs tax equivalents.
  • Mavi Karne fee (administrative): 1 year — 7,425.00 TRY; 2 years — 11,500.00 TRY (as quoted).
  • Inspection (muayene) fees: approx. 2,000–3,000 TRY.
  • Vehicle conformity / suitability certificate (engineer + institutional fee): approx. 10,000 TRY.
  • Compulsory traffic insurance (Turkish): approx. 18,000 TRY (estimate; depends on vehicle class and risk).
  • Notary fees for registration: approx. 2,500 TRY.
  • Plate production/printing fee: approx. 1,000 TRY.

     These figures reflect the example cost list you provided and are used in practice by many applicants; they should be treated as estimates — the customs office, Turing and insurers set the final numbers. 

   For extensions, additional fees apply:

  • Up to 6 months: 4,500 TL
  • Up to 1 year: 6,800 TL
  • Up to 2 years: 10,350 TL
