“Closed Neighborhood”Restrictions in Istanbul Are Not Valid Anymore! (2026 Update)

   Due to the high concentration of foreign residents, certain districts and neighborhoods had been closed to new residence permit applications in recent years. Following a recent evaluation, these restrictions have now been lifted. Now, every area is open for applying the residence permit.

• Foreign nationals may now submit residence permit applications from any district or neighborhood in Istanbul.
• This update applies to all residence permit categories, including tourism, property ownership (title deed), and others.
