Giving Power of Attorney to a Lawyer in Turkey from Abroad

    If you’re located outside of Turkey and need to authorize a lawyer act on your behalf in legal, administrative, or financial matters within the country, issuing a Power of Attorney (PoA) is the solution

   The Easiest Way: Through Turkish Consulates

   The most straightforward and legally recognized method is to make an appointment at the nearest Turkish Consulate in your country. At your appointment, you’ll need to: 

  • Present your passport 
  • Bring a draft PoA (preferably prepared by your Turkish lawyer)
  • If you don’t speak Turkish, attend with a sworn translator approved by the consulate 

   Once signed, the document is immediately valid in Turkey—no apostille or further legalization is needed.

   If a Consulate Visit Isn’t Possible 

   Sometimes, due to distance or appointment delays, visiting a Turkish consulate isn’t an option. In such cases, you can issue your Power of Attorney through local procedures in your own country. The steps differ based on whether your country is a party to the 1961 Hague Apostille Convention

  • Hague Member Countries: You must first have the PoA notarized by a local notary. Afterward, it must be apostilled—a form of international certification that makes the document legally valid in Turkey.
  • Non-Hague Member Countries: After local notarization, the document must be legalized in two further stages:
    1. Legalization by the country’s Ministry of Foreign Affairs (or equivalent authority) 
    2. Final certification by the Turkish Embassy or Consulate in that country.
 

     Regardless of the route, the Power of Attorney will need to be translated into Turkish by a sworn translator and notarized in Turkey before it can be used in legal proceedings. 

    Each country has its own authorities and procedures for notarization and apostille/legalization. To assist you, we’ve compiled a country-by-country guide (listed alphabetically) explaining:

How to give Power of Attorney from Afghanistan to Turkey?

   1. Notarization in Afghanistan

  • Competent Authority: Official Notary Offices under the Afghan Ministry of Justice (Also referred to as “Huquqi” or “Legalization Bureaus” in some regions)
  • Procedure: Prepare a draft of the Power of Attorney in English or Dari (Turkish if available). Visit a registered notary public office. Present your national ID card or passport. Sign the PoA in front of the notary, who will affix the official seal.

   If the PoA is written in Turkish, you may need to provide a certified translation into Dari or Pashto for the Afghan notary to proceed.

   2. Legalization for International Use

   Since Afghanistan is not part of the Apostille Convention, the notarized document must undergo two additional steps of legalization to be valid in Turkey. 

  • Step 1: Authentication by the Afghan Ministry of Foreign Affairs (MoFA)
  • Step 2: Legalization by the Turkish Embassy in Kabul (Or the Turkish Consulate in Mazar-i-Sharif, if closer to your location)

How to give Power of Attorney from Albania to Turkey?

   1. Notarization

  • Competent Authority: Licensed Notaries Public in Albania, operating under the Chamber of Notaries and Ministry of Justice of Albania
  • Procedure:

    – Contact a local notary in your city (Tiranë, Durrës, etc.)
    – Provide your valid passport or Albanian ID
    – Submit the PoA draft (preferably prepared by your Turkish lawyer in Turkish)
    – If the draft is in Turkish, it may need to be translated into Albanian for the notary
    – The notary will officially notarize the document with a signature and stamp.

   2. Apostille

      Albania is a member of the 1961 Hague Apostille Convention.

  • Competent Authority: Ministry of Justice of the Republic of Albania
  • Procedure:

    – Once notarized, the PoA must be taken (or mailed) to the Apostille Office within the Ministry of Justice
    – The apostille is affixed to verify that the notary’s seal and signature are authentic
    – The apostilled PoA is now legally valid for use in Turkey.

   1. Notarization

  • Competent Authority: LLicensed Algerian Notaries under the supervision of the Ministry of Justice
  • Procedure:

    o Prepare your PoA document in French or Arabic.
    o Visit a notary office with your valid ID (passport).
    o Sign the PoA in the notary’s presence. They will affix their seal and register the act.

   2. Legalization

      Algeria is NOT a Hague Apostille member.

  •  Step 1: Authenticate the notarized PoA at the Algerian Ministry of Foreign Affairs (Direction Générale des Affaires Juridiques et Consulaires).

How to give Power of Attorney from Canada to Turkey?

   1. Notarization

  • Competent Authority:

   –  A Canadian notary public or Commissioner of Oaths (depending on province).
    – In Quebec: A notary (Chambre des notaires) or lawyer (Barreau du Québec).

  • Procedure:
    – Prepare your PoA draft in Turkish or English.
    – Sign it in the presence of the notary/lawyer.
    – The notary/lawyer must:
       * Verify your identity (passport/ID).
       * Witness your signature.
       * Apply their official stamp/seal.
    – Some provinces (e.g., British Columbia, Ontario) may require you to make an appointment with a specific international notary.
 

   2. Apostille

    Canada is party to the Apostille Convention. 

  • Competent Authority (for Apostille in Canada):

    For most provinces (e.g., ON, BC, AB):
   – Global Affairs Canada (Ottawa) – For federally issued/notarized documents.
   – Provincial authentication offices (e.g., Official Documents Services in Ontario).

     For Quebec:
    Ministère des Relations internationales et de la Francophonie (MRIF).

  • Procedure: 
    – Ensure the PoA is properly notarized.
    – Submit the document (in person or by mail) to the correct apostille authority for your province.
    – Pay the fee (varies by province, typically $20–50 CAD).
    – Receive the apostille certificate (attached to or stamped on the PoA).
